Streetlights
Following the Extraordinary General Meeting held on 26 June 2025 it was decided to
• Install temporary solar lights on the existing system where the cable is broken – this has been done as required
• Obtain cost estimates for repairing the electrical system for the affected lights – outstanding see comments below
• Initiate legal proceedings against the Town Hall – see comments below
Legal Action – First step
Our lawyer, Óscar Antón, advised that the first step was to apply formally to the Town Hall for full adoption of our Comunidad which had been rejected on two occasions in the past.
Before this was done a meeting was held with the Councillor responsible for Urbanisations, the official responsible for streetlight systems and an official from the legal department.
At the meeting the analysis paper regarding the various systems we have considered was presented to them. As a result, it was offered that the Town Hall would be prepared to do the work to install the Fonroche system if the Comunidad purchased the equipment.
The Town Hall would then adopt the system and be responsible for it bearing all the costs of repairs and replacements. The Comunidad would no longer need to charge owners for this.
This offer would be a formal legal agreement (Convenio) to which we would need to agree and sign so that the project could commence.
If the Town Hall carried out the work to instal the new system, the lowest estimate from Fonroche of €278,035 (IVA at 21% included) would be reduced to €207,346 (IVA at 21% included) at the prices quoted in 2025.
If we agree this way forward, we will need to investigate the current cost of the proposed system and how it would be funded before a final decision by owners is made at a fruther General Meeting.
Present Situation
Since the last AGM 12 further streetlights have failed that are connected to the second circuit board. The electrician has declared this board unsafe to work on. This second board controls the system in all the streets from C/Eduardo Manet up to Calle Andrea di Bartolo which is most of our system.
We requested an updated box be installed but are advised that this would cause more cables to fail (as they did when a new box was fitted to the other section of lights). This is due to the age of the system, the deterioration in the cables and the added sensitivity of the new circuit boards.
We have installed temporary solar units to all streetlights that have failed due to electrical faults that cannot be repaired.
Funds are available in the reserve account to cover repairs and anticipated legal fees.
Roads & Pavements
Drains – An inspection of drains will be carried out shortly to check if there has been any further deterioration in the pipes that run under properties.
We will continue to clean drains as necessary to prevent flooding and any possible damage to property where they run underneath.
Weeds – Regular weed-control visits are organised, with strimming used where possible to reduce chemical use.
We have sufficient in the reserve fund to cover cleaning and any repairs required.
Noise Nuisance
Noise nuisance from holiday rental properties continues but has been markedly less this year.
In accordance with the decision at the last AGM, we have:
• Compiled a register of all properties with Tourist Licences and their renewal dates.
• Published this register on our website, so owners can check whether a property causing nuisance is correctly registered.
• Introduced a central reporting form on our website so owners can submit details of incidents and any actions taken.
These actions were notified to owners at the beginning of this summer along with a reminder about the rules.
A Burofax letter was sent by Arenal Administration on behalf of the Comunidad to the owner of C/Sandro Botticelli 2 (Casa 61) warning that if action was not taken to cease this nuisance, then legal action would be considered by the Comunidad.
Tourist Rental Properties
We formed a sub-group of owners to discuss the problems created by tourist rental properties and agreed the following rules would be helpful:
- No loud noises or music outside at any time and especially after 12 midnight
- Have a system to collect household rubbish at the end of the rental period so that it is not left on the street.
- Only allow the right number of tenants to occupy the property.
- Parking cars on the property or in places that do not interfere with the access rights of other properties and circulation on our streets.
- Restrict rentals to families and not to groups of young people.
- Rental periods must comply with the rules established by the Government of Valencia.
- Community rules must always be prominently displayed on the property.
The sub-group considered that following these rules will allow all residents in Pinosol to co-exist in peace and harmony.
